The Independent Government Cost Estimate and the Statement of Work

Introduction

The independent government cost estimate is a cost estimate that is developed by the government requiring activity based on the performance work statement or the statement of work. This is necessary for any new acquisition. The role that IGCE is helpful in the development of an estimation of the possible cost of the services that are acquired and allows for a reasonable cost and is instrumental for understanding the cost breakdown. This paper is expected to help in the assessment of the IGCE for the case of two-million-dollar procurement for the purchase is for the construction of 52 towers with cameras and radar.

Importance of the IGCE

The cost estimate for the IGCE is considered to be fundamental in that it has an identifiable component value that includes the direct costs such as supplies, labor, transportation, or the cost of equipment (Young, Brown, & Blockwood, 2020). There are cases where there are issues of having indirect costs such as the cost of materials overhead and the cost of labor. The fees, profits, and the expenses in the administrative aspect is as well of importance.

The risks that one face with the failure to make use of IGCE is that there will be a case of being unable to plan and the failure of the person to effectively plan and understand the available resources. Pickar and Feely (2017) posit that an accurate cost estimate is of importance in ensuring that there is an avoidance of any problems of cost overrun. Along these lines, a well-constructed cost estimate such as IGCE will be of great value to the organization.

The IGCE is fundamental in that it serves as a basis that will be used for the process of budgeting in the organization. Further, this is of importance in that it allows for the reservation of funds as part of the plan for future requirements and planning process. The other thing is that it allows for the baseline for comparison of the costs that are proposed by different applicants and allows for the best decision to be made on the quality of information collected.

The other purpose of the IGCE is that it allows for the determination of the price reasonableness in the case that there will be a single quotation taken. This is as well an important process since it ensures that there will be a certification of the due diligence in the cost determination. This is fundamental in that there will be a higher chance of ensuring that the government fiduciary role is understood and the need for the advancement of the acquisition. …
