Introduction

Disability has become a critical health issue in public health with more than 12% of the US population accounts for people with disabilities as per Sabatello (2018). The issue of disability is defined as a condition that could be mental or physical and that has an impact on the life activities of a person. The commonly known issues of disabilities are cases of lack of cognition, lack of hearing, vision, and mobility. The issue of disability among the old population is more common with the population older than 65 years accounting for more than 41.4% of the disabled. This paper focuses on the assessment of the background and significance of the issue of disability and health, the application of HP 2020, and the population level planning intervention to help in the management of the issue of disability in health. 

Overview, Background, and Significance of the Problem

Sakellariou, Malfitano, and Rotarou (2020) define a disability as a condition of the body or mind that influences the capability of a person to undertake various activities. As such a person with a disability will have difficulty in carrying out certain activities or have restrictions in taking part in a certain activity. The different types of disability include vision, movement, cognition, remembering, learning, communication, hearing, mental health, and social relationships. The people with disability is not considered as a single type of people but are people with a wide range of needs. This is because an individual who is with a certain disability will be affected differently from another person with a similar disability. 

There are three dimensions of disability one of which is the impairment in the structure of the body or the functioning of an individual such as the loss of vision or loss of a limb. The second thing is the activity limitation including the challenges in seeing, hearing, or challenges in problem-solving capabilities (Mitra, Long-Bellil, & Powell, 2019). The other dimension is the participation restrictions in the day to day activities that are being carried out and getting health services.
